Agencies, school districts, colleges, and regulated organizations often have years of PDFs online: agendas, reports, forms, notices, course packets. Under ADA Title II, documents posted on a public entity's website are in scope, and the compliance dates are April 26, 2027 and April 26, 2028.

• Screen-reader testing: we read the document with a screen reader to confirm headings, reading order, tables, and form fields work the way a user needs them to.
• Manual verification of what checkers can't judge: whether alt text is accurate, whether the reading order makes sense, and whether headings reflect the real structure.

A passing checker result is necessary, not sufficient. You get a short report per batch listing what was checked and what was changed.
